USB Communication Error: Cancel (8C08CCCC)

I get this error message every time I try to download an application on to my TI-89 Titanium Calculator. The calculator is brand new and only has data that came pre-stored. My computer still had plenty of memory too. I made sure that the applications were archived and that my connection was secure. So how do I fix this?
